Child Safety Standards
Kira (奇乐), operated by Tech Cat Labs, is an adults-only community for the anime and cosplay circle in Malaysia and Singapore. We have zero tolerance for child sexual abuse and exploitation (CSAE) in any form. This page sets out the standards we enforce against such content and conduct, and how to report it.
1. Adults only
- Kira is for users aged 18 and over only. Registration requires confirming adulthood; we do not offer the service to minors, and accounts found to belong to minors are closed.
- Any content or conduct that targets minors, or sexualises minors — including cosplay, drawings or AI-generated depictions that appear to be minors — is prohibited.
2. What we prohibit
- Child sexual abuse material (CSAM): any image, video, text or link that depicts, implies or glorifies sexual activity involving a minor, including drawn and synthetic content.
- Grooming: contacting, cultivating, meeting or soliciting content or information from a minor for a sexual purpose.
- Sextortion, trafficking, and any organising, recruiting or trading that facilitates the sexual exploitation of minors.
- Using Kira's events, team-ups, shoot bookings, direct messages, group chats or marketplace for any of the above.
3. How we enforce
- Every post, work, event, team-up, listing, profile and message in the app can be reported, and the report reasons include a dedicated "Child safety" option. The reporter's identity is not disclosed to the reported party.
- Child-safety reports are handled by the team with priority: on confirmation the content is removed immediately, the account is banned, and its linked accounts are banned; there is no "warning first" for this category.
- We preserve the relevant evidence (content, account, timestamps and technical records) to cooperate with law enforcement, and we report confirmed cases to the competent authorities in Malaysia and Singapore and to international reporting channels as applicable law requires.
- We use a combination of automated detection and human review; automation never replaces human handling of a child-safety report.
4. Legal compliance
- We comply with Malaysia's Sexual Offences Against Children Act 2017 and Communications and Multimedia Act 1998, Singapore's Penal Code and online-harms legislation, and other applicable child-protection and online-safety laws.
- We comply with the child-safety policies of Google Play and the Apple App Store and report confirmed CSAE to the relevant bodies as those policies require.
- We respond to lawful requests from law enforcement and competent authorities and provide the evidence we hold, in accordance with the law.
5. How to reach us
In the app: tap "Report" on the content or account and choose "Child safety". Outside the app or in an emergency: e-mail tanqt18biz@gmail.com with "Child safety" in the subject; we respond within 24 hours. If you or someone else is in immediate danger, contact your local police first.
The designated point of contact for these standards is the operations lead at Tech Cat Labs, who can speak to Kira's child-safety measures and legal compliance. The Chinese version of these standards is the binding text; this English version is a convenience translation.
